dateutils: update to 0.4.9.

By Piraty: fix tests.
- removing date wrapper to fix tests shouldn't interfere with
  package creation. it's only used in 90-set-timestamps and there it
  passes --date arg explicitly
- strptime.003 fails on musl. disable
