Revert "linux6.8: disable CONFIG_BLK_DEV_WRITE_MOUNTED" 

It seems there's too many issues caused by this, both with fsck at boot
and mounting block device-backed FUSE filesystems (like ntfs-3g) on
shared drives.

Maybe we can try it again later.

This reverts commit 11f466ae78.
