Diffutils contains the GNU diff, diff3, sdiff, and cmp utilities. Their
features are a superset of the Unix features and they are significantly
faster. Cmp has been moved into this package from the GNU textutils package.

Require to configure/build/install in the chroot all packages. This is to ensure that only stuff found in the chroot will be used, and to avoid some stupid problems with libtool scripts. Therefore only templates that have $base_chroot set can be built without the chroot. Convert all xbps-base-chroot pkgs to subpkgs. Also introduce "libs.depends", that adds a rundep of a package with a proper version. This is to avoid modifying all dependent packages if there's an API/ABI change. --HG-- extra : convert_revision : a46b11b8e9187bdb2bfc954ad5ff40ecd9c0fe31

Split pkgs required by xbps-base-chroot, as it was made in Fedora. - Added an additional shell func to add full (build/run), build or run time dependencies to packages.
